Fran Seeker (フラン・シーカー) is an operator at the Crossbell Police Department. She provides back-up for the Special Support Section and evaluates their work. She looks up to her older sister Noel.

Appearance[]
Fran is a young woman with a strong familial resemblance to her sister, Noel. She has tawny brown hair worn in two short twin tails and hazel eyes. Fran is usually seen wearing her Crossbell Police uniform, a blue and green skirt suit with black tights, grey shirt and red neck-tie. She wears a small pillbox hat in navy blue and heeled pumps.
Personality[]
She really looks up to her older sister Noel, who is a member of the Crossbell Guardian Force. A cheerful and bubbly personality, she is extremely helpful to strangers and sometimes appears naive, despite being quite cunning and perceptive. Unlike her sister, Fran has a weakness for cute girls, like KeA and Shizuku MacLaine, and stuffed animals.
Trails from/to Zero and Azure[]
Fran is a female receptionist at the Crossbell Police Department and operator for the Special Support Section. She is very close to her sister, Noel. The two of them can be seen going out together during the Crossbell Anniversary Festival. Her affection toward her sister is so profound that during her date with Anton, Fran turns him down and admits that the person she loves is actually her sister.
After Noel returned from her investigation in Altair, Fran was one of the first to welcome her back. Fran happily continued to serve as the operator for the SSS when Noel joined the Special Support Section in the second half of S.1204. Unlike Fran, Noel struggled with keeping her work and private life separated.
Fran expressed her strong sense of duty and responsibilities as a police officer during the Crossbell City Attack. After having evacuated all personnel from the police's headquarters, she reported back to Donovan inside. At that moment, however, Red Constellation threw a bomb in the building. The explosion badly wounded Fran, and she was admitted to hospital immediately.
Once she recovered from her injuries and learnt of the political shifts within Crossbell, Fran insisted on continuing to work as the operator for the SSS. This would mean she would be opposing Noel, who had since joined the Crossbell Defense Force. Fran felt that she could only make a difference in Crossbell as a police officer and therefore had to oppose her sister.
During the efforts to liberate Crossbell from Dieter Crois's regime, Fran boarded the Merkabah and served as a back-up.
During the Imperial occupation of Crossbell, Fran supported the resistance forces from behind the scenes.
Trails into Reverie[]
Fran supports the operation to oust the remnants of Governor General Rufus Albarea's personal guard from the city, handling communications from a position in the Geofront.
Some time after, Fran has time to catch up with her sister. The pair encounter Wazy Hemisphere and Wald Wales upon their return to Crossbell and Fran is forced to report their brawl in the Harbor District, which Noel then breaks up. Following this, Fran returns to work.
Fran is present in the city following Supreme Leader Rufus' declaration of control at the re-independence ceremony. Following this, she remains with resistance forces which reunite with Lloyd Bannings outside of the Knox Forest training grounds. Fran is helping with operations and logistics, in preparation for the efforts to establish communications with Mainz and relieve Sonya Baelz at the Moon Temple.
During the assault on the Retributive Tower, Fran is on the front lines on one of the ferries, acting as support. She watches for enemy Soldat movements.
