Hogarth (ホガース) is a managing director at Elfen Tech]] and the former Chief of Police at the Crossbell Police Department.

Hogarth is a middle aged portly man with a balding hairline and small narrow eyebrows. He has brown hair and hazel eyes, with large rectangular framed glasses. Hogarth wears an ill-fitting blue suit with a gold line around the edge and matching buttons. He wears a similar black waistcoat and white suit, complete with a purple bow tie which matches a handkerchief in his pocket.

As the Chief of Police at the Crossbell Police Department, Hogarth sabotaged investigations following a bribe he had received from Revache. After the Cult Incident in Crossbell City was resolved, he was fired by Mayor Henry MacDowell from his position and succeeded by a subordinate of Deputy Chief Pierre.
Akatsuki no Kiseki[]
Hogarth was poached by the newly-established Elfen Tech to work alongside Preston as its managing director. Hogarth claims to like his new working environment better than the police.
