Tobias, a NPC met in Ruan

Tobias is an inhabitant of the town of Ruan who's the proprietor of Granate Orbal Factory.

During Estelle's and Joshua's stay in Ruan, Tobias puts in a request with the Bracer Guild to have a kit containing tools and replacement parts delivered to Varenne Lighthouse. He's a little worried at first when Estelle and Joshua take the job, both because the kit is quite heavy to carry around and because the eccentric lighthouse keeper might object to having such young people carrying around such valuable equipment.

Estelle, however, proves more than capable of carrying the kit and when the bracers mention having already met Vogt, Tobias' attitude goes from wary to enthusiastic. He mentions that it's not the first time Vogt accidentally allowed monsters to wander into the lighthouse and also tells the bracers that a quirky personality is a given with a job in such an isolated place. He also somewhat suggests to get Vogt's favorite drink for him.

When Estelle visits Ruan again after her return from Le Locle, she's carrying the new type of battle orbment that was released by the Epstein Foundation a short while ago. Fortunately, Tobias is already capable of handling this new orbment and is even promoting its use on behalf of the Epstein Foundation, something many independant orbal factories like his do.

When Estelle and her companions take up Santos' request for a photo of the device on top of the Sapphirl Tower and end up snapping a picture, Santos immediately takes it to Granate Orbal Factory so Tobias can develop it. After doing so, and witnessing Santos' impressed reaction, he inquires whether Bracers now receive special photography training as well (unaware of the fact it was Dorothy who took the photo).

As a citizen of Ruan, Tobias is preparing to vote in the upcoming election and like many of his fellow townsmen he hasn't made up his mind yet. He takes orders from both the tourists and the port workers and while he believes Norman has a point in believing tourism to be the town's future, Tobias also believes that the port, the one harbor facility in the country directly connected to Grancel, is too important to be allowed to decline.

Upon hearing about the verbal scuffle on the bridge between the supporters of both camps, Tobias reacts with annoyance, noting that Ruan's reputation already took a hit due to the Dalmore scandal and that they can't afford any more events that'll make the town look bad.
